Due to the absence of a pedestrian detour plan for certain phases of work, it is understood that the pedestrian path of travel will remain unimpeded at all times, and that all existing accessibility features will remain unaffected. This understanding is based solely on the submitted Traffic Control Plans, as no verification of field conditions has been conducted. Should this understanding be incorrect, or should field conditions change, it remains the responsibility of the contractor to take corrective action and ensure compliance with the latest edition of the California Manual on Uniform Traffic Control Devices, as well as City of Modesto and ADA standards.
Pursuant to CA MUTCD Section 6D.02 Standard 03:
"Where pedestrians with visual disabilities normally use the closed sidewalk, a barrier that is detectable by a person with a visual disability traveling with the aid of a long cane shall be placed across the full width of the closed sidewalk."
For all sidewalk closures contractor shall install pedestrian barriers that are compliant with this standard. If providing a pedestrian detour, ensure pedestrians are only directed to cross at the nearest marked crosswalk and/or controlled intersection. If this is not a reasonable distance, provide pedestrians with directions for an alternative route.
